Hope Not Handcuffs is a collaborative effort between law enforcement, and community organizations to find viable treatment options for individuals seeking help to reduce their dependence on prescription medication, alcohol, heroin, fentanyl, and other drugs.
Hope Not Handcuffs New York is a non-profit organization, funded entirely by donations, state and local grants, and the federal Comprehensive Opioid Stimulant and Substance Use Program (COSSUP) grant. We have partnered with 65 law enforcement agencies in six counties.

Hope Not Handcuffs Online Training Program
This training introduces the viewer to alternatives to traditional law enforcement responses to individuals with drug and/or alcohol addiction. It will also assist individuals in crisis to understand how the Hope Not Handcuffs program works. The training will take approximately one hour to complete and will include question-and-answer portions.
