What is Hope Not Handcuffs?

Hope Not Handcuffs is an initiative aimed at bringing law enforcement and community organizations together to find treatment options for individuals seeking help for dependency on drugs and alcohol.

Since 2019, we’ve helped connect hundreds of people with the resources they need and deserve.

How it Works

A person struggling with substance use disorder can feel safe to walk into any participating police department and ask for help. They will be greeted with compassion and respect.

A volunteer Angel will be called to help with paperwork, phone calls, and to provide support until a treatment option is found, regardless of insurance status.

Participating Locations

If you do not feel comfortable going into one of our participating police departments, don’t worry, we still want to help you! You can call our Hope Line or fill out an online questionnaire on our website below. An Angel will contact you as soon as possible.

A Member of the Tri-County Community Partnership

Hope Not Handcuffs New York is a member of the Tri-County Community Partnership, headquartered in Pine Bush, New York, along with the Prevention Coalition and Stronger Together.

The Prevention Coalition creates positive change in our communities by raising awareness about substance abuse and mental health through education and activities. They empower our youth against negative choices that may impact the rest of their lives.

Stronger Together is an addiction support group for family and friends of people struggling with addiction.

About Our Funding

Hope Not Handcuffs New York is funded entirely by donations, state and local grants, and the federal Comprehensive Opioid Stimulant and Substance Use Program (COSSUP) grant. We have partnered with 65 law enforcement agencies in six counties.
